THE ISDEIV BEST PAPER AWARD - JAPAN PRIZE
CHATTERTON YOUNG INVESTIGATOR AWARD
NOTE: The use of "he" or "him" shall not be construed to mean a male
person, rather, the Bylaws apply to all persons regardless of sex.

i) Take over the function of the Chairperson if the Chairperson is absent
ii) Hold contact to the National Laboratories
iii) Oversee strategic directions for the future development of the symposia
iv) Support the Chairperson according to informal communication with the
Chairperson

2. Upon the dissolution of the corporation, assets shall be distributed
for one or more exempt purposes within the meaning of section 501(c)(3)
of the Internal Revenue Code, or corresponding section of any future federal
tax code, or shall be distributed to the federal government, or to a state
or local government, for a public purpose. Any such assets not so disposed
shall be disposed of by the Court of Common Pleas of the county in which
the principal office of the corporation is then located exclusively for
such purposes or to such organisation or organisations, as said Court shall
determine, which are organised and operated exclusively for such purposes.
1. The Symposia organised by the ISDEIV shall be IEEE cosponsored meetings.
2. The Proceedings of the Symposia will be an official IEEE document, which means they will be included in the package of journals, proceedings, etc which the IEEE supplies to libraries.
3. The necessary number of Proceedings from each individual Symposium will be supplied to the IEEE-DEIS for inclusion in the package mentioned in IV.A.2 above.
4. The DEIS may appoint one ex officio member of the PISC.
5. The DEIS will share 50/50 in any surplus or deficit from the
IEEE budget for each individual Symposium.
a. Special Expenses
The financial statement in the final report (II.B.3) shall be divided into two categories: Special budget and IEEE budget.
b. Recommendation
The Award Committee, a subcommittee of PISC, will review all nominations,
and make recommendations to the PISC.
c. Selection
The PISC will make the final selection in
the year between
symposia. Alternatives will be designated in case the selected Awardee
declines.
d. Eligibility
Any worker in the field is eligible to
be nominated except previous recipients of the Dyke Award. PISC members who have been nominated will not participate in the selection
discussion. Should an Award Committee Member be nominated, the member is
immediately and automatically to be excluded from all further discussions
and decisions.
Financing for the above will be from the PISC treasury. The award committee
will be responsible for the preparation of the plaque in coordination with the
LOC. The award will be
presented at the symposium at a time determined by the local organising
committee, preferably at the symposium banquet. The Awardee will be invited
to give a either a historical or scientific talk, in co-ordination with
the local organising committee, preferably the opening presentation. The Awardee will be the guest of the symposium,
and the local organizing committee will undertake to provide travel and
accommodations support.
The ISDEIV Best Paper Award – Japan Prize
1. OBJECTIVE
The “ISDEIV Best Paper Award – Japan Prize” is given in recognition of the most significant contribution of the past Symposium of ISDEIV. Significance will be judged by scientific or technological novelty and the likely impact on the fields of electrical discharges and electrical insulation in vacuum. Special attention will be paid to innovative ideas and breakthrough findings. One “ISDEIV Best Paper Award – Japan Prize” will be given at each symposium to an individual or a team of authors.
2. SELECTION PROCESS
a. Formal requirements
The contributions must be
(a) presented at the symposium and
(b) included in the Proceedings of the symposium in award-worthy quality.
(c) An altered and expanded version of the symposium contribution is required to be accepted for publication in a peer reviewed journal as determined by PISC.
b. Nomination and review; eligibility
One contribution and one alternate will be nominated by the Awards Committee, a subcommittee of PISC. The Awards Committee will consult with the IEEE Guest Editors and PISC members. PISC members or Award Committee members who are nominated are excluded from any further discussions of the nomination and selection process.
c. Recommendation
The nominated contribution and the possible alternate will be recommended by the Award Committee to PISC for final confirmation and approval.
d. Selection
The PISC will make the final determination at its "interim meeting" (via e-mail or phone conference) between the Symposia. The Chair and Secretary of PISC are responsible for the organizing this meeting.
3. AWARD CONTENTS AND PRESENTATIONS
The Award will consist of
(i) a plaque,
(ii) a monetary (cash) award,
(iii) limited travel support.
The cash award and the travel support must be consistent with the available designated funds as determined by the PISC treasurer. The PISC treasurer will give an appropriate recommendation to PISC about the amount of the award and he is responsible for providing the check at the Award Ceremony. If the Award is given to team of authors, the Award will be shared among the authors. Travel support will be given to the main author who is the designated Recipient to receive the Award at the next Award Ceremony on behalf of all authors. The amount of the travel support will take into account the need of the Recipient. The award committee will be responsible for the preparation of the plaque in coordination with the LOC. The Award will be presented at the (next) Symposium at a time determined by the LOC, preferably at the symposium banquet, by the PISC Chair and a designated representative of Japan, the sponsoring body. The Recipient will be invited to give either a historical or a scientific talk during the symposium, in coordination with LOC program arrangements. The limited travel support is designed to assist the Recipient to travel to the symposium at which the award will be given.
4. NOTIFICATION AND INVITATION
The PISC Chairperson, or another PISC member designated by him or her, will contact the designated Recipient to notify him or her, explain the significance of the award and the expectation to be present for the award ceremony, and to obtain his or her acceptance. After the Recipient has accepted, the PISC Chairperson will notify the LOC Chairperson, who will coordinate details of timing of the award ceremony, plaque production, etc.
5. START OF THIS PROCESS
This Award will start from the XXIInd ISDEIV (Japan 2006) with the first Award given at the XXIIIrd ISDEIV (Romania 2008).
Funding for the first awards (1992-2008) was provided by Calor Emag Medium Voltage Products, a subsidiary of ABB. Calor-Emag (ABB) has the option to continue funding the following awards. The name of the sponsor will be prominently mentioned in all publicity connected with the award.
